It would be quite possible to add another storey to this building, but it would be impossible for you and your Staff to continue to occupy your Office whilst the work is in progress.

The simplest means of increasing the accommodation is to add to the building at the south end, as indicated on the two drawings forwarded herewith. This would give two good rooms on the ground floor for the use of this Department and a large room on the upper floor, designed as a fire-proof room, for storing your records.

The additional accommodation is very urgently required, as our offices are at present filled and it will be exceedingly difficult to find room for additional Assistants when they are appointed. There are also the Sanitary Experts who will require, I presume, to be furnished with an office during their stay in the Colony.

When this work is undertaken, I desire to carry out a much-needed improvement by altering the verandah on the west side, on the ground floor, so as to admit more light to the offices fronting on it. They are nearly all used as drawing offices and, in their present condition, are very unsuitable for the purpose. The alterations I propose, should effect a great improvement in the lighting of the rooms and will certainly not detract from whatever appearance the building possesses. They are indicated on the drawings submitted, the yellow colour showing the portions to be removed and the red lines the finished outlines of the work.

I should mention that the additions at the south end will involve the destruction of two trees, but they are comparatively small trees and there are numerous others about.

I submit that I be authorized to obtain a tender for the whole of the work, additions and alterations, from a reliable Contractor. It would be necessary to have a good man so as to minimize the inconvenience of carrying on such work whilst the offices are occupied in the usual way. The estimated cost of the work is as follows:-

Additions $14,800.

Alterations $1,100.

$15,700.

It would be necessary to obtain a Supplementary Vote next year in order to cover this expenditure, if my recommendations are approved.

18th November, 1901.
